Treatment of Kids with Disabilities
Russia has three options for kids with special needs. They can either be home schooled, sent to a boarding school that is specialized, or just work through a regular school. Even though law prevents discrimination schools still refuse admission. Many public schools lack necessities such as ramps, lifts and elevators. Thousands of kids live in closed state orphanages. Most kids aren't receiving any education due to lack of properly trained caretakers. These three options prevent kids from ever developing the life skills that will help them later in life. By homeschooling the kids away from any other kids there will never be any social or even life skills able to be learned. Being home schooled holds back the kids from developing and learning things on their own. However the alternative of forcing the kids through general school non aided is not any better. Each kid with special needs has individual needs that cannot be looked after by the teacher while the teacher has a whole classroom to teach. This alternative prevents the kids from being able to learn because their individual needs will not be looked at. The last option which is probably the best option prevents the kids from being with families due to the fact that the schools that are specialized to be able to give proper aide are so far away. While Russia may seem to not have the best standards for kids with disabilities they have come far from the way the kids were treated in the 70's and the country is still attempting to improve their care.
Only 4 percent of Pakistani kids with special needs have access to school. In Pakistan for kids with disabilities to be able to attend specialized schools the kids must provide a certificate proving their disability. This is due to the long complicated process to get the certificate that proves the student has a disability. For the student to prove they have a disability they must seek a review by the district assessment board. However the kids cannot ask for the certificate until a surgeon approves for them to go to the board. These to parts of the process can be connected to make it easier on the family but instead this process takes months and is extremely expensive. Along with the certificate being so expensive all the tools and supplies are also expensive and outside most price ranges for many families. Because the families are unable to pay for their kid to get a test to be admitted to into school, most kids will not have access to schools at all. Also these doctors that provide the certificates are not always careful about looking for correct signs. There were many stories about kids with autism, who for years where just told they had bad ear infections causing them to have the same affects that autism has. The whole part about having to get a certificate before being able to attend school is absolutely ridiculous. This is probably because there is still a stigma in parts of Pakistan about disabilities. Many people have the negative that people with disabilities are mistake or cant learn, and all of this of course is wrong.
There are many countries that are doing better and worse than Russia and Pakistan. This is because for so long people have turned their heads away from the problems these kids faced and this allowed for people to take advantage of them. The only way we can help is by admitting there is a problem and that there is a smart way to solve it. The countries that rank highest in care for people with disabilities are not the ones that put these kids away in orphanages or put them in a corner as a castaway, but they are the countries that treat them as equal and provide adequate care to all kinds of disablitites and help prepare them for life as if they had no disability at all. Because in the end even though these kids may have a disability, that only affects a few things, they can still think the same as any other kids if not better.
